EU Moves Towards Mandatory Extended Producer Responsibility (EPR) for Textiles

The revised EU Waste Framework Directive makes Extended Producer Responsibility (EPR) for textiles a reality across Europe. Here’s what fashion brands need to know and why trusted traceability will be key.

Extended Producer Responsibility (EPR) is quickly becoming one of the most significant regulatory developments for the fashion and textile industry. While countries such as France and the Netherlands have already introduced textile EPR schemes, the revised EU Waste Framework Directive now requires all Member States to establish them by April 2028, bringing producer responsibility to the forefront of Europe’s circular economy ambitions. 

For fashion brands, EPR is about more than compliance. It represents a fundamental shift in how products are managed throughout their lifecycle and reinforces the growing importance of reliable product and supply chain data.

What is Extended Producer Responsibility (EPR)? 


Extended Producer Responsibility (EPR) is an environmental policy that makes producers financially responsible for the products they place on the market once those products reach the end of their life.
 

For textiles, this means producers will contribute to the costs of collecting, sorting, preparing for reuse, recycling and disposing of textile waste where necessary. Rather than municipalities carrying these costs alone, they will be financed by the companies placing textile products on the market. The revised Waste Framework Directive requires EU Member States to establish textile EPR schemes under a common framework. 

In practice, brands will typically register with an approved EPR scheme within each market where they sell products. These are often managed by a Producer Responsibility Organisation (PRO) and they collect producer fees to finance textile waste management.
 

What does this mean for fashion brands? 


Producers are defined broadly, as anyone placing in-scope products on the EU market, but their obligations are clear:
 

  • Register in each member state of first placement 
  • Report quantities placed on market, by category and weight, each year 
  • Fund consumer information and fibre-to-fibre recycling R&D 
  • Finance the collection, sorting, reuse, recycling and disposal of textile waste 


Products designed to be more durable, reusable or recyclable may benefit from lower fees, creating a direct incentive for circular product design. The price a producer pays is based on 
eco-modulated fees, determined by the product’s sustainability in terms of durability, recyclability, recycled content and fibre composition.

Strong traceability makes compliance significantly easier and is even a necessity to facilitate eco-modulated fees for example.
